In Ontario, you can be legally married by a registered religious officiant, judge, justice of the peace, or authorized municipal clerk.

Check your officiant is registered

Search the "Registered marriage officiants" dataset on the Ontario Data Catalogue. Open the dataset.

Witnesses

At a City of Toronto civic centre ceremony, you must arrange 2 witnesses yourselves. General rules, such as witness age, aren't confirmed here yet. See Ontario's getting married page.
